The first volume contains rules and regulations passed by Congress relating to the establishment of the Revolutionary Army, lists of officers, muster rolls, and instructions from Baron von Steuben. The second volume, July, 1779 to Oct. 7, 1779, is an account of the Western Expedition commanded by Major General Sullivan, and contains drawings, maps, plans of the territory traversed, a narrative of the hardships experienced and of the final success and victorious return of the expedition.

In response to the expansion of the Continental Army the number of staff was increased and reorganized in 1776. Changes included the creation of a new unit to supplement George Washington's personal staff.
